NEW YORK (September 22, 2026) – SGE, GE Vernova, Hitachi, and Samsung C&T have entered into a Memorandum of Understanding (MoU) to establish a collaborative framework aimed at advancing the commercial rollout and market development of the BWRX-300 small modular reactor (SMR) in Central and Eastern Europe, as well as the United Kingdom.

The signing took place in New York during the Atlantic Council Nuclear Energy Policy Summit, held alongside the United Nations General Assembly. The event was attended by U.S. Deputy Secretary of State Christopher Landau and Masayoshi Arai, Vice-Minister for International Affairs at Japan’s Ministry of Economy, Trade and Industry (METI), who witnessed the agreement.

This MoU aligns with a broader Memorandum of Cooperation (MOC) on SMR deployment in third countries, previously signed on the sidelines of the NATO summit by U.S. Secretary of State Marco Rubio, Japanese Foreign Minister Motegi Toshimitsu, and Republic of Korea Foreign Minister Cho Hyun. The U.S. Department of State highlighted the joint initiative between GE Vernova, Hitachi, Samsung C&T, and SGE as a key private-sector effort supporting BWRX-300 deployment in Europe and enhancing public-private collaboration on global energy resilience.

Under the terms of the agreement, the four companies will jointly evaluate market potential, refine deployment strategies, and pursue commercial pathways for the BWRX-300. The partnership unites specialized strengths in nuclear innovation, engineering execution, project management, and regional market development.

GE Vernova Hitachi Nuclear Energy (GVH), a joint venture between GE Vernova and Hitachi, serves as the technology developer and provider of the BWRX-300. Hitachi GE Vernova Nuclear Energy, a Hitachi subsidiary, contributes deep expertise in nuclear systems and industrial operations. Samsung C&T brings global engineering, procurement, and construction (EPC) capabilities, particularly in large-scale energy infrastructure. SGE is spearheading the development of a regional BWRX-300 fleet in Europe and will continue to serve as the exclusive regional coordinator for the technology across much of Central and Eastern Europe.

“With European nations increasingly turning to nuclear power, we are dedicated to partnering with industry leaders to scale Small Modular Reactors to meet growing energy demands,” said Roger Martella, Chief Corporate Officer and Chief Sustainability Officer at GE Vernova. “GE Vernova has a strong legacy and footprint across Europe. This strategic alliance combines complementary capabilities to accelerate BWRX-300 adoption in multiple markets, building on the growing momentum behind this proven technology.”

“Hitachi continues to leverage its decades-long expertise in nuclear energy through our collaboration with GE Vernova,” stated Yasunori Inada, Vice President and Executive Officer, CEO of the Nuclear Energy Business Unit at Hitachi. “This partnership unites the distinct strengths of all parties involved. Hitachi will support BWRX-300 deployment in Europe by drawing on its nuclear technology heritage and collaboration with qualified Japanese suppliers. By integrating Hitachi Group’s digital innovations, we aim to advance decarbonization and help build a sustainable energy future across Europe as One Hitachi.”

“Samsung C&T is actively collaborating with GVH on BWRX-300 deployment and recently achieved a significant milestone with Studsvik in Sweden,” said Jung Wook Kim, Executive Vice President and Head of Global Business Unit and Global Operation at Samsung C&T. “We are proud to embark on this new phase of Europe’s SMR journey alongside GE Vernova, Hitachi, and SGE. Leveraging our proven EPC experience, we will maximize the synergies of this four-party alliance to enhance Europe’s energy security and support the continent’s path to carbon neutrality.”

“Europe and the UK require a scalable, commercially viable model for new nuclear power, grounded in mature technology, reliable supply chains, and world-class execution partners,” said Michał Sołowow, founder of SGE. “By integrating GE Vernova Hitachi’s BWRX-300 reactor design, Hitachi’s industrial capabilities, and Samsung C&T’s global construction expertise, SGE is establishing a platform for standardized, multi-market nuclear fleet deployment. We believe this model offers one of the most competitive solutions for Europe’s energy landscape—providing continuous, clean power, minimizing project risks, strengthening supply chains, and driving long-term industrial growth.”

“Europe is entering a pivotal phase where energy independence, supply reliability, and industrial resilience are central to national and regional security,” noted Rafał Kasprów, CEO of SGE. “This agreement unites cutting-edge American reactor technology from GE Vernova Hitachi, the industrial and technological strengths of Hitachi and Samsung, and SGE’s European development platform. Our goal is to deploy a standardized, cross-border BWRX-300 fleet across the EU and UK, adding a new layer of secure, low-carbon electricity generation. By combining American innovation, Japanese and Korean industrial excellence, and European development expertise, we are laying the foundation for a long-term nuclear strategy that enhances Europe’s energy security, strategic autonomy, and industrial competitiveness.”

The BWRX-300 is a 300 MW small modular reactor developed by GE Vernova Hitachi Nuclear Energy and Hitachi GE Vernova Nuclear Energy, leveraging over 80 years of operational boiling water reactor experience. Its simplified, modular design enables efficient, repeatable construction and faster project delivery. With the first unit already under construction in Canada, the BWRX-300 is poised to play a key role in Europe’s nuclear renaissance by delivering scalable, carbon-free power and reinforcing energy security.

SGE is actively advancing BWRX-300 deployment in multiple European countries. In Poland, preliminary approvals have been granted for 26 BWRX-300 units, with current development efforts focused on three sites capable of hosting the first 14 reactors. In the UK, SGE is progressing with a 4.2 GW portfolio of 14 BWRX-300 reactors across three multi-unit locations. The proposal has advanced to the Preliminary Regulatory Assessment Deep Dive led by Great British Energy – Nuclear. The company is also exploring additional opportunities across Central and Eastern Europe to build a cross-border BWRX-300 network that supports long-term clean energy supply, industrial resilience, and regional energy security.
